A very thin gruel, indeed
On 23 September, President Donald Trump addressed the UN General Assembly (UNGA). In an unexpected move, he called on the world’s nations to halt the development of biological weapons (BW). Referring to the COVID pandemic five years earlier and reckless laboratory experiments, he announced a US-led international effort to strengthen the Biological and Toxin Weapons Convention (BTWC), and proposed an artificial intelligence (AI)-driven verification system. After more than two decades of opposition, his speech seemed to indicate that Washington might embrace verification machinery for the BTWC. However, the less than two minutes he devoted to the topic contained little substance …
Chloropicrin and its alleged use in the Ukrainian war (part 3)
The first instalment of this four-part blog series reviewed the allegations of Russian chemical weapon (CW) use in the Ukrainian war from its start in 2014 until the present. At the meeting of the Executive Council of the Organisation for the Prohibition of Chemical Weapons (OPCW) in March 2024, the Ukrainian delegate reported 1,060 incidents since the Russian invasion in February 2022. More recently, Ukraine claimed in a note verbale to the OPCW dated 13 June that it had recorded a total of 2,968 cases of Russian use of riot control agents (RCAs) between 15 February 2023 and 25 April …
Heard It on the X: The active US biological weapons programme in Ukraine
Do you remember the 1975 song ‘Heard It on the X’ by the Texan blues-rock band ZZ Top? In the 1960s and 70s, the ‘X’ referred to the first letter of the codes for Mexican private radio stations. Contrary to their American counterparts, they broadcast with unlimited wattage and thus covered most of the USA. Anybody could buy any amount of radio time. So, many US preachers and other quacks exploited the opportunity to peddle their ‘truths’, Jesus-autographed prayer cloths, snake oils, or whatever. Almost half a century later, Elon Musk bought Twitter, rebranded it ‘X’, and began pushing his …
Maintaining treaty integrity in the face of biological disinformation warfare
Russia has called for a Formal Consultative Meeting under the Biological and Toxin Weapons Convention (BTWC) to address its (fake) accusations against the US and Ukraine concerning biological research programmes. This meeting will start on Monday, 5 September. Treaties are like Roses, published in CBRNe World, August 2022, pp. 61-64b [From the introduction] Article V of the 1972 Biological and Toxin Weapons Convention (BTWC) foresees in consultation and cooperation among states parties to address any problem concerning the implementation of the disarmament treaty. The First BTWC Review Conference (1980) agreed on the concept of a consultative meeting at the expert …

Regional security and the Chemical Weapons Convention: Insights for the Middle East (Part 2)
In November 2019, the first annual meeting exploring the possibility of creating a zone exempt of non-conventional weaponry in the Middle East took place. The COVID-19 pandemic forced the postponement of the second meeting in 2020. Conditions permitting, the session is now scheduled for this autumn. Meanwhile, the conference has organised two informal workshops, the second one of which was held virtually on 23-25 February. Entitled ‘Good Practices and Lessons Learned with respect to the implementation of Treaties establishing Nuclear-Weapon-Free Zones’, the workshop’s third session looked at the core obligations governing chemical and biological weapons (CBW). It aimed to glean …

‘Tear-gas’: authorised at home, banned in war? Not so for the USA
‘Tear-gas’ may come to symbolise the Trump Administration’s heavy-handed response to the popular reaction against the killing of George Floyd, a middle-aged black man, by a white police officer. The President’s rolling thunder of insensitive, divisive tweets extolling law and order and deriding the legitimate demands by the Black Lives Matter movement has contributed to irresponsible use of force against essentially peaceful protesters, onlookers, and members of the press. Police brutality combined with widespread lack of accountability – unless a person gets killed or an incident is captured on media – has led to multiple types of excesses. When President …
Palestine: From a ‘will-be’ party to the CWC to a ‘would-have-been’?
Something really remarkable happened in the first two weeks of 2018. On 2 January, quite out of the blue came the notification by UN Secretary-General António Guterres that the State of Palestine had deposited its instrument of accession to the Chemical Weapons Convention (CWC). It was to become the 193rd state party on 28 January, thirty days after having submitted the document (29 December). Indeed, ‘was’. Guterres formally informed UN members on 11 January that Palestine had withdrawn its instrument of accession three days earlier. States withdrawing from a disarmament or arms control treaty is extremely rare. But it does …
The Nuclear Nonproliferation Regime at a Crossroads
Memorandum No. 137, Tel Aviv: Institute for National Security Studies, May 2014 Editors: Emily B. Landau , Azriel Bermant The articles compiled in this volume grapple with questions and dilemmas that arise from a growing sense in recent years that the Nuclear Non-Proliferation Treaty (NPT) has reached a critical juncture, and that its continued role as the centerpiece of the nuclear nonproliferation regime is at risk. This is the result of a process that has unfolded gradually since the end of the Cold War, which also spelled the end of the bipolar global structure that, in the minds of many, …
